Abstract
Ethics and law are related to the situation of technology as these can be norms of human behaviors against technology. In other words, ethics and law need to be regulated in accordance with the development of technology so that such technologies are not abused or misused for mankind¡¯s happiness and welfare. In this respect, this paper examines the history of bioethics and legal regulations in accordance with the development of biotechnology, with resulting presentation of the direction of bioethics and the role of law in the coming 21st century. This research focuses largely on the development of bioscience, bioethics and legal regulations according to bioscience and conclusions. Together with bioethics and legal regulations according to bioscience this paper also contemplates eugenics and policies, human experiments during the war, subjects and clinical researches, advanced medicine and bioethics, and biotechnologies and bioethics in the 21st century. For the advanced medicine and bioethics this paper furthermore examines the problems of bioethics and legal regulations in the technologies of abortion, organ transplantation and brain death, in vitro fertilization, and euthanasia and death with dignity. Then, this paper reflects on the problems of bioethics and legal regulations in the technologies of genome analysis and genetic manipulation, embryo manipulation and embryo reproduction, and researches in brain function and learning for the biotechnologies and bioethics in the 21st century. Finally, the conclusion suggests that the development of biotechnologies and biosciences is to be controlled for the sake of human dignity and well-being with respect to the role of bioethics and the law. These technologies are hence to be means of the human beings, by the human beings, for the human beings.
